Brazil's Free Energy Market Opens for Residential Consumers in 2028

Provisional Measures MP 1300/2025 and MP 1304/2025, approved by the Brazilian Congress, will allow residential consumers to migrate to the free energy market (Mercado Livre de Energia) starting January 2028. Industrial and commercial low-voltage consumers gain access within 24 months. This historic deregulation is expected to lower energy bills, increase supplier competition, and accelerate renewable adoption across Brazil.
